Abstract

The purpose of the article is to theoretically substantiate the problems and solutions of the conceptual aspects of educational quality management, analyze various types of monitoring studies of the meaning of the concept of «management - teachers – students», identify the importance of forming a culture of quality as a common value and collective responsibility of the subjects of the educational process.

The research methods used in the article are common scientific methods, in particular: analysis and logical generalization – in the selection of materials for research, studying artifacts to create practical recommendations on the formation and implementation of educational quality management for sustainable development and demonstrating results; normative method – to reflect educational quality management at the regulatory and legislative level of state and European standards, strategic analysis – to assess the strategic direction of European initiatives regarding the formation and development of educational quality management in the field of sustainable development of higher education institutions.

High quality education is traditionally associated with teaching basic natural sciences, as well as with a harmonious combination of professional and applied elements. The Ukrainian labor market is trying hard to reduce basic theoretical training in favor of more applied knowledge, skills and abilities. A significant part of the university community strives to achieve a reasonable balance of theoretical and applied elements of higher education programs.

The conceptual plan highlights general aspects of educational quality management. The Bologna reform has raised the problem of ensuring comparable quality of higher education in Ukraine. As a system-forming beginning of quality assurance and management, the meaning of the concept «leadership - teachers – students» is discussed. The importance of the formation of a culture of quality as a common value and collective responsibility of the subjects of the educational process is shown. Recommendations were made to strengthen student-oriented education, increase the effectiveness of social partnership between universities and employers, and reduce bureaucracy in higher education.
