Sustainable Development of Ukraine’s Recreational Sector: The Role of State Mechanisms in Shaping the Balance of Interests of Urban Agglomerations

Abstract

The scientific article examines the theoretical and methodological foundations of the formation and functioning of the state mechanism for regulating the recreational sector of Ukraine under conditions of wartime challenges and post-war transformation. The relevance of enhancing the effectiveness of state policy in the recreational sphere is substantiated in view of infrastructure losses, a decline in investment flows, reduced demand for recreational services, and the need to restore human capital and stimulate regional development. It is determined that the key managerial challenge lies in achieving a balance of interests among the state, territorial communities, and business entities while simultaneously minimizing environmental and security risks and ensuring social accessibility of recreational services. Scientific approaches to state regulation of the recreational sector and the sustainable development of tourism and ecotourism are systematized, and their significance for shaping modern managerial decisions in the context of decentralization and reconstruction is generalized. A structured framework of the components of the state mechanism for regulating the recreational sector of Ukraine is proposed, encompassing legislative, organizational, strategic, budgetary, tax, regulatory, environmental, social, investment-partnership, monitoring, and security components, as well as the instruments for their practical implementation. It is proven that the complexity and coherence of these elements enhance the soundness of state decisions, enable a more efficient allocation of resources, stimulate investment activity, and create prerequisites for the long-term sustainable development of recreational territories. It is established that the implementation of the proposed mechanism contributes to strengthening the competitiveness of the recreational sector, increasing the investment attractiveness of regions, improving the quality and accessibility of recreational services, and preserving natural recreational resources.
