Approaches to the analysis and assessment of the functioning and development of critical infrastructure sectors of Ukraine

The aim of the study is to improve the approach to economic analysis and assessment of the functioning of sectors and subsectors of critical infrastructure, their development in the national economy. The study reveals the following theses. Today, there are many approaches to the analysis and assessment of critical infrastructure. Despite the different approaches to the analysis and assessment of critical infrastructure, the need for a systemic economic analysis and assessment of the functioning of sectors and subsectors of critical infrastructure as types of economic activity, the processes of their reproduction and development within the boundaries of the entire national economy is becoming more urgent. First, the existing approaches to the analysis and assessment of critical infrastructure are considered. Next, our own approach to the analysis and assessment of sectors and subsectors of critical infrastructure, the processes of their reproduction and development is proposed, based on the data of the system of national accounts of both the entire national economy and in the context of individual sectors and subsectors as types of economic activity. An analysis of the state of the country's economy and reproduction processes is carried out based on the data of the system of national accounts. Based on the analysis of the dynamics and accounting for inflation processes, it was determined that in 2020. and in 2022 the indicators decreased, which is caused by the action of certain negative factors.
Turbulent environment, changes, threats, challenges determine the need for a systemic economic analysis and assessment of the functioning, reproduction and development of sectors and subsectors of the country's critical infrastructure, their economic significance in order to maintain the entire system of critical infrastructure, the ability to ensure functionality, reproduction, restoration, sustainability, rapid adaptability to new conditions, flexibility and stability of development. The use of a systemic, comprehensive design such as the system of national accounts will allow aligning the results of the analysis and assessment with economically significant aspects of the functioning, reproduction and development of sectors and subsectors of the country's critical infrastructure, their economic mutual influence, interdependence.
