Concession as a Tool for Managing Infrastructure Facilities of State and Municipal Ownership in the Context of Territorial Development

Abstract

Abstract The article is devoted to the issue of managing infrastructure facilities of state and municipal ownership on the basis of concession within the context of ensuring territorial development. Purpose and objectives. The purpose of the study is to systematize the theoretical and applied foundations of managing infrastructure facilities of state and municipal ownership through concession mechanisms and to develop recommendations regarding the prospects for their further application. Methods. The research employs a set of methodological tools, including the monographic method (used to interpret the essence of the concept of “concession” and related definitions that reveal its content), analysis (applied in examining the practical foundations of implementing concession projects), synthesis (used in the formulation of measures aimed at creating prerequisites for intensifying concession activities concerning infrastructure facilities of state and municipal ownership), and graphical methods (applied to visually present the results of the research, particularly in presenting the key definitions that reveal the essence of concession and in illustrating its impact on territorial development). Results. The article investigates concession mechanisms as a means of managing state and municipal property under conditions of limited budgetary resources. The role of concession agreements in attracting private investment for the modernization of infrastructure facilities is identified. Particular attention is paid to the impact of concession-based infrastructure projects on ensuring territorial development. The author analyzes the legislative regulation of concession activities in Ukraine, identifies the key benefits of such activities for all participants, and examines the current practice of implementing infrastructure concession projects. The prospects for the use of concessions in the management of infrastructure facilities of state and municipal ownership are substantiated, and a set of measures aimed at creating prerequisites for intensifying their application is proposed. Conclusions. Concession is one of the important mechanisms for infrastructure modernization widely applied in many countries worldwide. It enables the combination of public interests of the state with managerial expertise, financial resources, and innovative solutions of the private sector, ultimately ensuring sustainable territorial development in the areas where concession projects are implemented.
