European outsourcing trends and their implementation in the formation of the Ukrainian outsourcing services market

Abstract. The article provides a comprehensive analysis of current trends in the development of the European outsourcing market and substantiates strategic directions for their implementation to develop a competitive services market in Ukraine. The author defines outsourcing as a multifaceted organizational and economic mechanism for delegating functions to external performers within national and international value chains. It has been observed that the key drivers of the transformation of the European market are total digitalization, the introduction of artificial intelligence technologies, increased cybersecurity requirements, and an orientation towards the principles of sustainable development. Attention is paid to the shift in the paradigm of outsourcing: from a simple tool for minimizing costs to a strategic partnership integrated into the corporate governance system, digital transformation, and risk management. The market dynamics are analyzed the projected average annual growth of 8.2% by 2032, and the role of global corporations in the standardization of service processes is determined. It has been proven that the successful integration of Ukraine into European innovation ecosystems requires a transition from the “cheap labor” model to the provision of complex knowledge-intensive services. The priority of modernizing human capital, institutional support for exports, harmonizing quality standards with EU requirements, and activating technological partnerships is substantiated. The author emphasizes the importance of aligning national policy with the priorities of EU digital sovereignty, thereby allowing Ukraine to address the European region's critical technological dependencies in areas such as big data analytics, cloud computing, and cybersecurity. The conclusion is made that the synergy of state support, innovation infrastructure, and strategic branding of the national IT sector is the basis for the sustainable development of Ukrainian outsourcing in the face of global competition.Downloads
