Abstract. The article is devoted to substantiating conceptual approaches to the formation and implementation of a personnel management strategy, taking into account the impact of digital technologies and determining the directions of integration of the HR function into the general and digital strategy of the enterprise. The research methods are based on the use of general scientific and special methods, in particular: system and structural-functional analysis, comparative analysis, methods of logical generalization and synthesis, as well as elements of process and competency approaches. The results of the study showed that digital transformation changes the role of personnel management, turning it into a strategic business partner. Key areas of HR management development were identified: digitalization of processes, implementation of HR analytics, development of digital competencies, formation of a digital corporate culture and use of flexible forms of labor organization. A multi-level model of personnel management strategy is proposed, covering strategic, tactical and operational levels of management. The practical implementation of the results will contribute to increasing the efficiency of HR processes, developing human capital, strengthening innovative activity and ensuring the long-term competitiveness of enterprises.Downloads
