Transformation of Homeowners Associations as a Driver of Innovative Development of Ukraine’s Housing and Communal Services in the European Integration Context

Abstract

Abstract. The article examines the theoretical and methodological foundations as well as applied mechanisms for the transformation of homeowners associations (HOAs) as a key institutional factor in the innovative development of Ukraine’s housing and communal services (HCS) sector under European integration processes. It is substantiated that the current stage of HCS development is characterized by a transition to a new managerial paradigm in which HOAs function not only as a form of residents’ self-organization but also as active agents of sectoral innovation transformation. It is determined that the effective transformation of HOAs involves a shift from the traditional model of housing maintenance to an innovation-oriented management model based on the use of digital platforms, implementation of energy service contracts (ESCO), attraction of European Union investment resources, and integration of the principles of sustainable development and the green economy. The trends in the development of HOAs in Ukraine during 2019–2024 are analyzed, including the dynamics of their quantitative growth and regional disparities in the spread of this management model. It is established that despite positive dynamics, significant territorial differences persist due to economic, institutional, and social factors. A comparative analysis of the Ukrainian experience of HOA functioning with the practices of EU countries is conducted, which made it possible to identify effective instruments for supporting co-owners’ self-organization and housing management. The author proposes a conceptual model of an innovative HOA, which includes four interrelated functional blocks: legal, financial, technological, and communication. Particular attention is paid to the role of international financial instruments, including EBRD programs (IQ Energy, UKEEP), EU grant mechanisms, and the EU4Energy initiative in supporting transformational processes. The key barriers to HOA transformation are identified, including regulatory constraints, low managerial competencies, limited access to financing, and insufficient digitalization. A set of public policy measures aimed at stimulating the innovative development of HOAs, strengthening their institutional capacity, and facilitating their integration into the European economic space is proposed.
