Abstract

Abstract. The purpose of the article is to provide a theoretical substantiation and to develop scientific and methodological foundations for the formation of an integrated and adaptive HR management system of an enterprise, taking into account the current business environment in Ukraine, which is characterized by wartime challenges, external instability, structural transformation of the economy, increasing migration processes, and a shortage of qualified personnel. Particular attention is paid to the necessity of integrating strategic and operational approaches to human resource management, which enables ensuring flexibility, resilience, and innovativeness of enterprises in the long term. Methods. The study employs a combination of general scientific and specialized methods, including system analysis to identify interrelationships between elements of the HR system, generalization and synthesis of scientific approaches to build a theoretical framework, structural and functional modeling to design an effective architecture of HR processes, and comparative analysis of foreign and domestic experience in personnel management. Results. The essence, principles, and structural components of the HR management system as an integrated mechanism of human capital management are defined; key subsystems of personnel management are systematized, including strategic workforce planning, employer branding, effective recruitment and onboarding procedures, KPI management, job grading, personnel training and development systems, digitalization of HR processes, and the formation and maintenance of organizational culture. It is substantiated that the implementation of modern digital HRIS systems significantly increases the level of HR efficiency of enterprises, contributes to cost optimization, enhances labor productivity, and improves the quality of managerial decision-making. Conclusions. An effective HR management system should be based on a combination of strategic orientation, a human-centered approach, innovative digital tools, and analytical support for decision-making, which ensures organizational resilience, adaptability, and long-term competitiveness of enterprises under transformational and crisis challenges of the modern Ukrainian economy.
