Financial Security of Ukraine in the Context of International Scientific and Technological Cooperation and Civil Society Development

Abstract. The article comprehensively examines the theoretical foundations and practical dimensions of Ukraine’s financial security in the context of international scientific and technological cooperation (ISTC) and the development of civil society. The relevance of the topic is determined by the unprecedented challenges faced by the state as a result of the full-scale armed invasion: a critical reduction in domestic budgetary resources, a multiple increase in the need for external financing, and the necessity to simultaneously ensure defense capacity, the humanitarian functions of the state, and the creation of a foundation for post-war recovery. Under such conditions, international scientific and technological cooperation is becoming an important instrument not only for attracting external resources, but also for enhancing technological potential and diversifying the sources of financing for innovative development. Based on an analysis of the current state of Ukraine’s financial security, the key threats have been identified: the growth of public debt to a critical level (over 90% of GDP), the narrowing of the domestic revenue base, a significant dependence on donor financing from partners and institutions (the IMF, the World Bank, the EU), as well as risks of financial market destabilization. It is proved that the development of ISTC in the context of European integration and reforms provides Ukraine with access to grant-based mechanisms for financing science and innovation (Horizon Europe, Interreg, COSME), which directly strengthens the country’s position in technologically oriented sectors and contributes to the diversification of the fiscal base in the medium term. The role of a developed civil society as an institutional stabilizer of financial security is substantiated: public oversight of the use of public finances and international assistance, anti-corruption efforts, and participation in setting budget planning priorities increase the transparency and efficiency of public expenditures. The author proposes a system of financial security indicators adapted to wartime and post-war conditions, covering budgetary and debt, monetary and payment, banking components, as well as a civil society participation index. Based on the results of a quantitative analysis of the dynamics of key indicators in 2021–2023, a critical deterioration in the budgetary and debt component was identified, while the banking sector maintained relative stability due to timely regulatory measures implemented by the National Bank of Ukraine. Practical recommendations are formulated for improving the mechanisms of financial security through the intensification of ISTC and the involvement of civil society institutions in public financial governance. Prospective directions for further research are also identified.Downloads
