Strategic Development of Construction Enterprises in Regional Markets under War and Post-Crisis Transformations

The article examines the theoretical foundations and practical mechanisms for developing strategies for construction enterprises in regional markets under conditions of war and post-crisis transformations. The relevance of the study is determined by the fact that the full-scale invasion of 2022 caused critical damage to Ukraine's construction sector, disrupting established market mechanisms, breaking logistics chains, reducing demand, and necessitating a fundamental rethinking of strategic approaches to the development of construction enterprises. According to estimates by the Kyiv School of Economics, the direct destruction of real estate and infrastructure exceeded USD 150 billion, creating an unprecedented demand for reconstruction activities. At the same time, regional market differentiation, the uneven intensity of hostilities, and unequal access to resources necessitate the development of regionally oriented strategies. The study systematizes the factors of war and post-crisis impact on the functioning of construction enterprises across the regions of Ukraine. A typology of development strategies for construction enterprises depending on regional market conditions is substantiated, including survival strategy, adaptive retention strategy, moderate growth strategy, and proactive development strategy. A matrix of strategic positioning of construction enterprises is developed within the coordinates of «level of market opportunities – level of resource potential». A system of indicators for evaluating the effectiveness of strategic decisions of construction enterprises under conditions of instability is proposed. The paper identifies promising areas of reconstruction development and mechanisms for attracting international financing. It is argued that an effective development strategy for construction enterprises in the post-crisis period should combine the principles of resilience, digitalization of operational processes, and alignment with sustainable construction standards as prerequisites for access to international recovery programs. The practical value of the article lies in the development of applied tools for strategic planning of construction enterprises in different regional conditions of war and post-crisis transformation.Downloads
