Formation of an effective motivation system for the activities of farms in Ukraine

Abstract

Purpose. The purpose of the article is to substantiate the theoretical and methodological principles and to develop practical recommendations for the formation of an effective motivation system for farms in Ukraine under wartime challenges, digital transformation, and European integration. Methods. The study uses general scientific and special methods, including analysis and synthesis, comparison, systematization, structural analysis, and a systemic approach to interpreting the transformation of motivational mechanisms in the agricultural sector. Results. The paper proves that the current motivation system for farms should no longer be reduced only to direct material incentives. In the Ukrainian agricultural context, motivation is shaped by a combination of financial, institutional, technological, social, and security-related factors. It is established that the largest direct losses of the agricultural sector, the contamination of land by explosive hazards, the shortage of labor caused by mobilization and migration, damage to energy infrastructure, and the instability of logistics have substantially transformed the motivational behavior of agricultural producers. Under such conditions, access to concessional loans, grants, war-risk insurance, compensation for demining, and digital public support tools becomes a critical prerequisite for maintaining business activity. The article shows that the digitalization of agricultural administration and the harmonization of support mechanisms with the standards of the EU Common Agricultural Policy create new long-term incentives for legal activity, investment planning, environmental modernization, and participation in transparent support programs. Particular attention is paid to the growing role of niche specialization, cooperation, local processing, energy independence, precision farming, and AgTech solutions as strategic motivators that increase resilience and competitiveness. Conclusions. An effective motivation system for farms in Ukraine should combine short-term anti-crisis support with long-term tools for investment, innovation, social sustainability, and institutional development. Its practical implementation must be based on predictable public policy, transparent allocation of resources, digital interaction with the state, adaptation to EU standards, and mechanisms that reduce security and market risks. Such an approach will strengthen the viability of farms, improve their adaptive capacity, and support sustainable development of the agricultural sector.
