Abstract

The purpose of this article is to substantiate the theoretical foundations and develop practical recommendations for improving the motivational mechanism within the business management system in an unstable external environment. Particular attention is paid to the impact of crisis and war-related factors on the transformation of approaches to staff motivation, which necessitates the adaptation of traditional incentive models. The research employs general scientific and specialized methods, including analysis and synthesis, comparative analysis, the systems approach, and modeling, which allowed for the generalization of existing scientific approaches to personnel motivation and the justification of directions for their improvement. The article defines the essence of the motivational mechanism as a complex system of economic, organizational, social, and psychological tools for influencing employee behavior. It is demonstrated that modern motivation systems are characterized by insufficient adaptability to conditions of high uncertainty, particularly under martial law. The necessity of transitioning from traditional incentive models to comprehensive, flexible, and individualized approaches that combine material and non-material motivational factors, digital HR technologies, and personnel development tools is substantiated. The approach to developing a motivational mechanism has been improved through the creation of an adaptive-resilient model that identifies stabilizing, adaptive, and developmental motivational components. The proposed model ensures a balance between short-term and long-term incentives, takes into account the individual needs of employees, and allows for increased effectiveness of personnel management in an unstable environment. The research results can be used by enterprises in various sectors of the economy when developing modern personnel motivation systems, which will contribute to increasing labor productivity, strengthening human resource potential, and ensuring the sustainable development of business activities.
