Abstract

The study’s relevance stems from the increasing complexity of sustainable development and digital transformation processes, which require organizations to ensure high operational efficiency amid uncertainty and rapid changes in the external environment. The purpose of the article is to identify the role of dynamic organizational capabilities as a key factor in ensuring the operational efficiency of environmental and digital modernization projects. The following methods were used during the research: analysis of the scientific literature to study current developments in the topic, and generalization and systematization to present the research results. Results. The content and criteria of operational efficiency in ecological and digital modernization projects are considered, which go beyond traditional cost-oriented approaches and cover aspects of sustainable development, innovation, flexibility and quality of processes. It is substantiated that the operational efficiency of such projects is determined by the interaction of organizational, technological, environmental, economic and institutional factors, which form a complex system of influences on the project’s results. It is established that the key dynamic capabilities in modernization projects include: analysis of the external environment, coordination of resources, learning and integration of knowledge, innovation and reorganization of the structure, each of which performs a certain function in ensuring the effective implementation of the project. It is substantiated that the impact of dynamic capabilities on operational efficiency is realized through mechanisms that improve decision-making, optimize resource use, enhance process adaptability and strengthen risk management. The directions for increasing operational efficiency through the development of dynamic capabilities are analyzed, in particular, the institutionalization of adaptive management practices, strengthening organizational learning systems, developing managerial competencies, and implementing flexible, innovation-oriented organizational structures. Conclusions. Therefore, dynamic organizational capabilities play a key role in transforming operational efficiency into a dynamic, sustainable characteristic of organizational project activities, ensuring the successful implementation of environmental and digital modernization initiatives in a constantly changing environment.
