Current Realities of Creating and Operating Startups in Ukraine

Ukraine's startup ecosystem is undergoing a dynamic development, accompanied by an increase in the number of technology projects and the attraction of international investors. The study's relevance is driven by the need to overcome significant barriers, such as limited access to finance, uneven innovation infrastructure across regions, bureaucratic obstacles, and insufficient integration into global markets.
The paper's main objective is to analyze the current state of the startup ecosystem in Ukraine, identify its problems and prospects, and formulate recommendations for its strengthening. The study uses system analysis methods to assess the determinants of startup development and a comparative analysis of international support practices, particularly the experience of Central and Eastern European countries. The study reveals the significant potential of Ukrainian startups while confirming the existence of problems, including insufficient funding at the early stages, limited infrastructure outside of large cities, and a low level of international cooperation.
Recommendations are formulated, including the introduction of financial support mechanisms, the creation of regional innovation centers, the promotion of university startup incubators, and the automation of government procedures to facilitate business. In addition, it is proposed to develop a national strategy for startups with a focus on supporting export-oriented projects and attracting foreign partners. Particular attention is paid to the need to expand international cooperation through participation in global accelerators and experience exchange programs.
Implementing the proposed measures will help increase the competitiveness of the Ukrainian startup ecosystem and its integration into the global innovation space. Further research should focus on assessing the effectiveness of the proposed tools and their impact on regional development and exploring the possibilities of using modern technologies, such as artificial intelligence and blockchain, in startups.
