Consulting Support for the International Activities of Enterprises as an Instrument for Implementing the State's Foreign Economic Policy

Abstract

The purpose of the study is to theoretically substantiate the content of consulting support for the international activities of enterprises and to determine its role as an applied instrument for implementing the state's foreign economic policy. The object of the study is the interaction among public authorities, foreign economic activity support infrastructure, consulting providers, and enterprises during the preparation and implementation of international operations. The article reveals the economic nature of consulting support as a transmission mechanism through which the goals of foreign economic policy are transformed into specific managerial decisions at enterprises. It is substantiated that the effectiveness of public measures in export promotion, investment attraction, technology exchange, international cooperation, and protection of national economic interests depends on enterprises' ability to interpret regulatory requirements correctly, assess foreign markets, select an entry model, conduct negotiations, build contractual relations, and manage risks. Consulting support is shown to include analytical, regulatory, contractual, financial, organizational, personnel, linguistic, cross-cultural, and security components. Particular attention is paid to professional client-consultant interaction because service quality is produced through a joint process of problem definition, knowledge exchange, alternative development, and recommendation implementation. It is proven that cross-cultural and language factors directly affect negotiations, coordination of global teams, localization of managerial practices, and the sustainability of partnerships. An integrated model is proposed in which the state's foreign economic policy, consulting infrastructure, and managerial processes at enterprises are connected through direct and feedback links. Properly organized consulting support reduces information asymmetry, transaction costs, the risk of regulatory violations, and losses caused by culturally conditioned errors, while increasing the export readiness of enterprises and the effectiveness of the state's foreign economic policy.
