Public Procurement Management in the Context of Ukraine's Integration into the European Economic Area

Abstract

The article examines the mechanisms of public procurement management in Ukraine in the context of integration into the European economic area. The topic's relevance is due to the need to harmonise national legislation with EU Directives and introduce international standards of transparency and efficient use of budget funds. It has been established that the digitalisation of tender procedures, particularly through the ProZorro system, has significantly reduced corruption risks and expanded participants' access to the procurement process.

The purpose of the study is to analyse the mechanisms of public procurement management in Ukraine in the context of integration into the European economic area, assess their efficiency, identify key challenges and prospects for harmonisation with EU legislation, and study the impact of European standards on ensuring transparency and competitiveness of the procurement system. The methodological basis of the work is a comparative analysis of EU and Ukrainian regulations, a systematic approach to the evaluation of procurement procedures and tools for analysing information on the functioning of electronic platforms. It has been proved that implementing the MEAT (Most Economically Advantageous Tender) approach allows for the determination of offers by price criteria and quality parameters, which is in line with European practice.

The study results showed the need to expand automated control mechanisms, strengthen anti-corruption measures and introduce blockchain technologies to ensure the invariability of tender documents. The author proposes measures to improve procurement efficiency, including improving appeal procedures, introducing analytical algorithms for risk monitoring, and increasing the opportunities for integrating international companies into the public procurement system.

Prospects for further research include analysing the effectiveness of digital mechanisms that prevent financial collusion, improving supplier due diligence, and studying international best practices to increase the competitiveness of the Ukrainian public procurement market.
