Peculiarities of strategic management of territorial communities of western regions of Ukraine in modern conditions

Abstract

Purpose. The article is devoted to the study of the features of strategic management of the development of territorial communities of the western regions of Ukraine, taking into account their economic, social, natural and financial potential. The article considers the main challenges facing communities in the context of modern changes, and possible directions for their solution. The role of public participation, international cooperation and digitalization in the formation of effective development strategies is also analyzed. The main attention is paid to the development of an integrated approach to management, which will contribute to ensuring sustainable growth of communities and improving the living standards of their residents.

Methods. Research methods. The article uses a comprehensive approach to the analysis of strategic management of the development of territorial communities in the western regions of Ukraine. The main research methods are: analysis and synthesis - to study the theoretical foundations of strategic management of territorial communities, analysis of scientific sources on the topic of regional development. The synthesis allowed us to generalize the results obtained to form conclusions about modern approaches to community management. Comparative analysis was used to assess the development strategies of various territorial communities in Ukraine, which allowed us to identify common features, differences and best practices of strategic management. SWOT analysis was used to determine the strengths and weaknesses, opportunities and threats in the strategic management of territorial communities in the western regions. The use of these methods made it possible to comprehensively study the issues of strategic management of territorial communities in the western regions of Ukraine and develop recommendations for increasing the efficiency of the process in modern conditions.

Results. The article highlights the territorial and economic features of the development of communities in Western Ukraine. Attention is drawn to the fact that as a result of military operations and internal migration, the burden on the social infrastructure of communities in Western Ukraine has significantly increased. IDPs need housing, work, and medical services, which requires prompt decisions from local authorities. Social and demographic challenges are substantiated. Since the western regions of Ukraine have significant natural, historical, and tourist potential, the authors emphasize the feasibility of using natural and tourist potential. The features of financial support for strategic development are emphasized. According to the authors, financial stability is the main condition for successful strategic management of the development of territorial communities. Western regions of Ukraine, taking into account their economic and geographical features, have the opportunity to attract various sources of financing, which contributes to the implementation of long-term strategic programs. The importance of developing digital platforms that allow residents to participate in community governance online is substantiated. This will contribute to increasing the level of transparency and trust in local authorities.

Conclusion. The study made it possible to establish that strategic management of the development of territorial communities in the western regions of Ukraine in the context of digitalization is a multifaceted process that requires an integrated approach. Given the geographical, economic, social and financial features of the region, communities have significant potential for sustainable development, but they face a number of challenges, including the outflow of personnel, migration processes, the need to adapt internally displaced persons and the need to modernize infrastructure. One of the key factors for successful development is the effective use of natural and tourist potential. The development of ecotourism, recreational infrastructure and attracting investments in the hospitality sector can become a driver of economic growth of communities. And in all these processes, digitalization and the involvement of citizens in decision-making processes play an important role. The use of modern electronic tools contributes to increasing transparency, management efficiency and active involvement of the population in the development of communities. Therefore, to ensure the sustainable development of territorial communities in the western regions, it is necessary to implement comprehensive strategies that include economic development, social integration, environmental safety and financial sustainability based on the implementation of modern digital mechanisms. Only with a systematic approach and effective cooperation between the authorities, business and the public will communities be able to realize their potential and ensure a quality life for their residents.
