Abstract

The article presents the theoretical foundations of formation of the personnel management system of a modern enterprise. It is emphasized that effective personnel management is a strategic factor in the successful functioning of an enterprise in a dynamic external environment. The main approaches to understanding the essence of the basic categories of “personnel”, “personnel management” and “personnel management system” are analyzed. The classical and modern theories that are the theoretical basis of personnel management of modern enterprises are systematized. The main functions of the personnel management system are outlined, in particular, planning, selection, motivation, performance evaluation, development and retention of personnel. The importance of taking into account the influence of a number of factors, methods and tools in the functioning of the enterprise's personnel management system, such as: rapid technological changes, digital personnel management tools, automation of business processes and the use of flexible methodology and analytical methods in making management decisions, is noted.

The study takes into account the challenges faced by enterprises in the field of human resources management, including the problem of staff turnover, the need to adapt to new employment models (remote and hybrid work), and the importance of developing a corporate culture that promotes engagement and loyalty. The author proposes an integrated approach to forming a theoretical basis for a modern understanding of the enterprise's HR management system, which takes into account both the basic scientific theories and modern requirements for flexibility, innovation and efficiency of this system. The purpose of the study is to analyze and systematize the scientific foundations for the formation of HRM systems of modern enterprises.

In order to achieve this goal, the study clarifies the theoretical basis and identifies the main regularities and general trends in the formation of the enterprise HR management system, taking into account the specifics of their functioning.

The methodology of the study was based on a systematic approach with the use of general scientific methods of comparison, analysis and synthesis, classification and systematization, and a specific method of expert evaluation.

Results of the study. The analysis of the existing theoretical and methodological foundations for the basic categories of personnel management within the process and system approaches, as well as classical and modern scientific theories that are the theoretical basis of the science of personnel management, made it possible to generalize and systematize them from the point of view of priority of taking into account the impact of modern trends on personnel management: digitalization, flexible management methods, corporate culture and social responsibility.

The obtained results of the study are aimed at developing the theoretical and methodological basis for the formation of a personnel management system for modern enterprises.

Prospect for further research in this area is the development of theoretical and methodological foundations for improving models and algorithms for the creation of effective and adaptive human resource management systems by top management of enterprises that provide a flexible and effective policy for managing their human resources.
