Innovative Transport Cluster as a Tool for the Development of the Transport and Road Complex

The development of the transport and road complex requires new approaches to infrastructure management, improving transportation efficiency, and integrating innovative technologies. Cluster formation is one of the most promising directions that can achieve a synergistic effect by combining the resources of business, science, and government. However, scientific studies indicate a fragmented approach to cluster formation in the transport sector, highlighting the need for a comprehensive solution to this issue. The lack of a unified approach to clusterization in the transport industry limits the integration of advanced technologies and restrains the potential for interaction among key stakeholders.
The purpose of this study is to justify the necessity of creating an innovative transport cluster as an effective tool for developing the transport and road complex, to identify its key structural elements, and to develop a conceptual model that reflects the mechanisms of interaction between participants. The study analyzes existing approaches to clusterization in the transport industry and identifies their advantages and limitations. It has been found that traditional transport-logistics and innovation clusters, despite their effectiveness, have shortcomings related to insufficient coordination between participants and the lack of an integrated approach.
The proposed conceptual model of an innovative transport cluster demonstrates that integrating business, science, government, and consumers into a single structure facilitates optimal resource distribution, accelerates the implementation of technological innovations, and enhances the efficiency of the transport industry. Implementing this model will also improve cooperation among cluster participants, stimulate joint projects between companies and research institutions, and promote the development of regional transport initiatives.
The study results confirm that the introduction of technological innovations and transport clusters can contribute to the development of transport infrastructure, improvement of logistics processes, and increased industry competitiveness. Future research may focus on the practical implementation of the proposed model and the assessment of its effectiveness under real-world conditions.
