Abstract

The article analyzes the evolution of approaches to collaboration between universities, businesses, and government institutions. It summarizes approaches to forming the ecosystem of the entrepreneurial university based on strategic partnerships. It is demonstrated that the concept of the “entrepreneurial university” includes two key aspects: the production and transfer of knowledge, which may be aimed not only at commercialization but also at achieving social goals. Eight areas of collaboration between science and business are analyzed to implement projects for integrating entrepreneurial education into educational programs and developing an entrepreneurial culture in universities, particularly in the areas of research, student training, and the commercialization of results. The main types of partnerships discussed include joint research, the establishment of innovation centers, and business incubators. Strategic partnerships are characterized by formalized collaboration between universities and business based on mutual long-term commitments. Third-generation universities focus on creating a knowledge base for economic and social development, as well as the commercialization of knowledge and technologies. Features of the entrepreneurial university include training specialists in entrepreneurship, involving businesses in the educational process, and providing organizational support for entrepreneurial activities.

The ecosystem of the entrepreneurial university includes resources, institutional support, and strategic alliances between universities, government, and business. To optimize the business model, a three-tier model is proposed that combines education, research, and the commercialization of knowledge. Functional congruence at both the individual and organizational levels ensures a connection between research outcomes and their commercialization. The authors emphasize the role and present approaches to evaluating the effectiveness of strategic partnerships within the entrepreneurial university ecosystem, which facilitates the achievement of common goals and the attainment of a synergistic effect in the development of a knowledge-based economy.
