Strategic management of social integration in Ukraine in wartime

Abstract

Purpose. The article is devoted to the study of the processes of social integration of Ukraine in the conditions of war caused by Russian aggression, the application of key challenges and opportunities for the consolidation of society, as well as the analysis of the impact of the war on the country's European integration aspirations. Particular attention is paid to the role of state policy, civil society and international support in strengthening national unity and social stability.

Methods. To achieve the goal, the article uses the following scientific methods: analysis and synthesis - to study the theoretical foundations of social integration, generalize scientific approaches and highlight key aspects of the problem; a systemic approach - to study the social integration of Ukraine as a complex process that covers economic, political and cultural aspects; a comparative method - to analyze the experience of other countries in the field of social integration and its possible application in Ukraine; statistical analysis - to process data from sociological surveys, official statistics and other quantitative indicators; the case study method (case analysis) - to study specific examples of the integration of internally displaced persons, the reintegration of deoccupied territories and other social processes.

Results. The analysis shows that in war conditions, social cohesion of the population increases. The war contributed to the consolidation of Ukrainian society around common values, such as independence, freedom and the European choice. Along with this, citizens' trust in state institutions, volunteer movements and international partners increased. The article substantiates the impact of the war on the processes of social integration. A significant increase in the number of internally displaced persons (IDPs) has posed new problems for the regions regarding their adaptation, employment and social integration. In practice, the gradual reintegration of the deoccupied territories is taking place, which requires effective state policies to restore the infrastructure, economy and trust of the local population. The European integration vector of social reforms is substantiated. The war accelerated Ukraine's adaptation to European social standards, which are reflected in reforms in the field of social protection, education and medicine. There is a high level of support for European integration among the population (87% of Ukrainians support accession to the EU). The role of state policy and international support is important. The state is actively implementing programs to support IDPs, veterans and affected communities, but their effectiveness needs to be improved.

Conclusion. The study made it possible to establish that the process of social integration of Ukraine in the context of the war with Russia demonstrates both significant achievements and serious challenges. Despite the difficult conditions associated with the war, internally displaced persons and deoccupied territories, the country was able to make significant progress in integrating into the European community and strengthening national unity. The war became a catalyst for reforming social policy, improving state institutions and enhancing civic participation.

The main result of the study is the conclusion that the success of social integration of Ukraine depends on the effectiveness of state policies, international support and participation of civil society. At the same time, it is important to take into account uneven social development, the need to address issues of rehabilitation and adaptation of the affected population, as well as the need to overcome social inequality and the growing economic crisis.
