Analysis of the Effectiveness of State Support for Innovative Financial Projects in Ukraine

Abstract

This study aims to analyze the mechanisms of state support for innovative financial projects in Ukraine, evaluate their effectiveness, and identify problems that reduce the effectiveness of these programs. The main state support mechanisms include grants, preferential loans, support for startups, innovation funds, and technoparks. However, despite the availability of various instruments, the effectiveness of these programs often remains low due to bureaucracy, lack of transparency, inadequate legal regulation, and limited coordination between government agencies. The research methods include an analysis of existing state support mechanisms through the study of legislative initiatives, financial programs, and the results of their implementation. A comparative analysis of the mechanisms used in Ukraine with international practices has been applied, and the specifics of supporting innovative startups and early-stage project development have been studied. The results of the study revealed that grants and preferential loans for businesses are the most effective; however, the high level of bureaucracy and complexity in the financing procedure limit their accessibility. Acceleration programs and support for startups show positive results, but many startups cannot transition from idea to implementation without additional funding. It is clear that the development of innovative projects largely depends on the effective interaction between government bodies, businesses, and investors. The conclusions of the study highlight the importance of improving coordination between different government bodies, simplifying financing procedures, and expanding support for innovations at early stages. In particular, it is necessary to improve legislation and ensure transparency in state support mechanisms to attract more investments and increase the competitiveness of Ukrainian innovations in the international market. As a result, improving state support can be an important step in ensuring the sustainable innovative development of the country. To improve the effectiveness of supporting innovative projects in Ukraine, closer cooperation between government institutions, the private sector, and research institutions must be ensured. At the same time, improving legal regulation and enhancing access to funding at the early stages of project development will contribute to the growth of innovation activity and competitiveness of Ukrainian enterprises.
