Reconsideration of Strategy and Tactics of Agricultural Enterprise Management in Wartime Conditions

Abstract

The article identifies strategic and tactical aspects of managing agricultural enterprises during wartime that require systematic rethinking in conditions of increased risks and uncertainty. It is proven that a flexible and dynamic strategy, combined with operational tactics, can ensure the continuity of the production process and preserve the food security of the state. It is also substantiated that the formation of resource reserves, balanced diversification and interaction with local communities are key strategic principles that make it possible to strengthen the resilience of the agricultural sector during active hostilities. At the same time, it is established that tactical measures such as operational monitoring, rapid risk assessment and psychological support of personnel significantly increase the ability to effectively respond to external challenges. The differences between long-term strategy and short-term tactics are characterized in five key areas, including the duration of implementation, the scale of resources, risk management and the dynamics of decision-making. The results of the study allow us to better understand how agricultural enterprises can maintain competitiveness and at the same time quickly adapt to the changing conditions of martial law. The result of the work is the formation of a solid understanding of how strategic planning and tactical management can be practically combined to achieve a balance between stability and rapid response in military realities. The recommendations developed will be useful for managers of agricultural enterprises who seek to reduce the negative impact of destabilizing factors, create effective algorithms for management decisions, and ensure the stability of production indicators. Given the key role of the agricultural sector in providing the population with food resources, the conclusions of the article can also be useful at the state level for the formation of programs to support the agricultural industry in difficult periods of active hostilities.
