Abstract

Purpose. The study aims to substantiate the theoretical and methodological foundations for developing an integrated system for evaluating the characteristics of logistics firms, taking into account both national and foreign (particularly Polish) experience. The relevance of the research is driven by the need to harmonize evaluation approaches in the context of Ukraine's post-war recovery and European integration.

Methods. The study applies a combination of comparative analysis, elements of a systems approach, structural-functional modeling, and methods of normalization and weighted integration of indicators. It analyzes and compares the evaluation approaches used in Ukraine and Poland based on published sources, industry standards, and certification practices.

Results. It is established that Ukrainian practices are characterized by a fragmented evaluation logic focused primarily on operational and financial indicators, whereas the Polish model emphasizes the integration of digital, service-oriented, institutional, and process-analytical parameters. Key points of convergence and the potential for adapting Polish practices to the Ukrainian context are identified. The paper proposes a formula for an integral index of logistics competence that combines normalized quantitative indicators with qualitatively adjusted variables, accounting for flexibility, client orientation, and digital maturity. The procedure for applying this model in both internal firm analysis and external benchmarking is described.

Conclusions. The proposed methodology can serve as a basis for establishing a unified system for evaluating logistics firms in Ukraine. Its implementation may improve the effectiveness of logistics decisions, optimize management processes, enhance corporate transparency, and facilitate the integration of Ukrainian logistics operators into the European logistics space. The article also lays the groundwork for further research on digital certification mechanisms and the adaptation of industry standards to the specific conditions of the Ukrainian market.
