Abstract

The article explores pressing issues concerning the formation of an effective motivational mechanism for personnel amidst the war in Ukraine, which holds critical importance for ensuring the stability of operational activities of enterprises. It is determined that the full-fledged functioning of production and service processes depends on the management's ability to ensure flexible personnel management, taking into account the psycho-emotional state of employees, security risks, and the transformation of priorities. It is substantiated that the adaptation of motivation systems to crisis conditions requires a combination of material and non-material incentives, the expansion of social protection instruments, and adherence to the principles of corporate ethics and responsibility. Practical approaches to supporting employees in frontline regions are highlighted, particularly through flexible schedules, remote work, psychological support, and the organization of temporary relocation. The role of corporate social responsibility as an integral element of operational management is revealed: participation in volunteer projects, support for the armed forces of Ukraine, the creation of aid funds for victims, and investment in the resilience of internal processes. It is shown that such actions not only contribute to strengthening the morale of employees but also foster loyalty to the company, reduce staff turnover, improve productivity, and ensure the continuity of operations. It is determined that a socially oriented approach to personnel management creates competitive advantages for the enterprise, contributes to the preservation of human capital, and ensures the adaptability of operational activities to the challenges of war and the post-war economic recovery. The necessity of strategically rethinking the role of personnel as a key asset of the enterprise, capable of ensuring the long-term sustainability of the business in conditions of uncertainty, is emphasized. Attention is also focused on the importance of internal communication and the development of leadership qualities in managers, which are key to the mobilization of the team, rapid response to external challenges, and the formation of trust within the organization. It is proven that effective motivation becomes a catalyst for innovative behavior and the enhancement of organizational flexibility.
