Abstract

Increasing uncertainty, threats to infrastructure, and intensified competition require companies in the sector to adopt adaptive and well-founded management strategies. The relevance of this topic is driven by the urgent need to develop resilient management mechanisms that can ensure the continuity of operations even amid a crisis. Developing tools for objectively evaluating decision-making effectiveness becomes particularly important in this context. The main objective is to develop conceptual approaches to defining criteria and performance indicators of managerial decisions and analyze the influence of internal and external factors on their effectiveness. The study aims to develop conceptual approaches to determining the criteria and indicators of the effectiveness of management decisions in the telecommunications industry, as well as the analysis of the impact of internal and external factors on their effectiveness in crisis. Methods. A systemic and interdisciplinary approach was used to achieve the stated goal, combining quantitative and qualitative methods, modeling of managerial processes, and simulation-based scenario forecasting. Particular attention was paid to multicriteria evaluation of effectiveness indicators, considering the specifics of the industry. Results.Key factors influencing the effectiveness of managerial decisions were identified: responsiveness to external changes, level of digital transformation, quality of strategic planning, resource availability, and adaptability. A conceptual model for evaluating the effectiveness of managerial decisions was developed. The model includes three interrelated subsystems: diagnostic (monitoring), analytical (performance evaluation), and predictive (scenario modeling). Its implementation allows telecommunications companies to improve adaptability, decision quality, and resource optimization. Conclusions. Systematic evaluation of managerial decisions under crisis conditions contributes to the formation of flexible management strategies and enhances the stability of telecommunications infrastructure. The proposed model is a foundation for building an adaptive management system that accounts for sector-specific risks, technological shifts, and external challenges. Further research should focus on integrating digital technologies and automating management processes to enhance the overall resilience of the industry.
