Abstract

The article explores the prospects of restoring Ukraine’s infrastructure, taking into account wartime destruction, modern technologies, and international experience. It is established that modern military actions in Ukraine have led to large-scale infrastructure destruction, creating an urgent need for its restoration. Given current realities, reconstruction requires not just repairs but a transformation that considers wartime risks and modern technologies.

Global experience in post-crisis infrastructure recovery has been examined. It was found that the key factors in the successful reconstruction of West Germany were targeted funding for strategic industrial and transport sectors, institutional reforms, and the mobilization of local resources. Kosovo’s recovery relied on modernizing its transport network and energy sector. Japan’s reconstruction after the tsunami involved implementing strict standards, deploying smart early warning systems, and introducing economic incentives. It has been determined that innovative technological solutions provide a qualitatively new level of reconstruction efficiency, significantly surpassing traditional approaches.

The process of restoring Ukraine’s infrastructure, according to World Bank estimates, involves the sequential implementation of three interconnected phases. Each phase is characterized by specific goals, timeframes, and funding mechanisms.

An analysis of global experience and modern approaches to reconstruction has allowed for the identification of promising directions for Ukraine’s infrastructure recovery. These include implementing next-generation distributed energy systems, digital monitoring platforms based on building information modeling (BIM), and the use of smart water supply systems.

The obtained results create a theoretical foundation for further scientific research in infrastructure management during post-war reconstruction and form a practical toolkit for implementing state recovery programs.
