Abstract

The article aims to study the prerequisites and develop a methodology for forming an effective personnel management system in modern educational institutions. The research seeks to solve current problems of effective personnel management in education, searching for modern methods and personnel technologies in educational management, clarifying and defining the concepts of "subject of educational activity" and "personnel management system in education". Attention is focused on the specificity of the personnel management system in education, taking into account the main features of educational personnel, such as the uniqueness of the interaction of the professional with the personal, etc. The personnel of educational entities form methods, principles, teaching style, and intuitive perception (prediction) of student talent based on professional and personal competencies. Moreover, unlike other professions, the entire life of a teacher and a scientific and pedagogical worker consists of educational activities. That is, the work of educational personnel does not stop with the end of classroom time. These distinctive features dictate the need for a special approach to managing scientific and pedagogical personnel. Retrospective and factor analysis allowed us to identify characteristics of inefficiency of traditional methods of managing educational personnel, the main ones of which are: the fourth industrial revolution, which is already underway and requires corresponding changes in the management of educational institutions as subjects of the national economy; specificity and increased sensitivity to external influences of educational personnel; increasing demands on educational personnel, which contributes to their professional progress and causes the ineffectiveness of traditional rigid management methods, etc. The article also emphasizes the need for a specific approach to managing scientific and pedagogical personnel using innovative technologies that will be the most productive and least costly.

The proposed set of methods for personnel management in education (it is suggested that four groups of methods for personnel management in education be allocated) will allow the formation of an effective personnel management system in educational institutions. It is universal for educational entities of any form of ownership and level of accreditation.
