The economic feasibility of implementing flexible management methodologies in large digital programmes

Abstract

Rapid changes in the technological landscape and geopolitical challenges create unique conditions for the transformation of approaches to project management in Ukraine. The purpose of the article is to substantiate the effectiveness of Agile modeling project management methodologies as a tool for accelerating digital transformation in Ukrainian organizations and identifying optimal strategies for their adaptation to the national characteristics of the business environment. Special attention is paid to the analysis of the practical application of Agile modeling, Scrum and Kanban frameworks in the context of modern challenges caused by martial law and the need for rapid technological modernization. Methods. To achieve the goal, a set of complementary approaches was used: an analytical method for studying the theoretical foundations of Agile modeling methodologies, an empirical analysis of successful implementation cases in domestic and European companies, and a statistical analysis of project performance indicators before and after the implementation of Agile modeling approaches. The use of the structuring method allowed us to systematize the advantages and disadvantages of various frameworks, and the synthetic approach contributed to the formation of a holistic vision of the strategy for implementing Agile modeling methodologies in the Ukrainian context. Results. The study confirms that organizations that have successfully adapted Agile modeling methodologies demonstrate significant improvements in key indicators: reduced time to market, reduced operating costs, improved quality of end results, and customer satisfaction. Analysis of Ukrainian practice revealed specific barriers to implementation – from cultural resistance to changes in traditionally hierarchical structures to a shortage of qualified Agile modeling specialists. At the same time, unique opportunities created by digital state initiatives such as «Diіa» and «Prozorro» were identified, which demonstrate the successful scaling of Agile modeling principles even in extreme conditions. Practical recommendations were developed for a phased transformation of organizational culture, starting from the formation of Agile modeling thinking in management to the creation of self-organized teams and the implementation of continuous improvement metrics. Conclusions. Agile modeling project management methodologies are a critically important tool for ensuring the competitiveness of Ukrainian organizations in the post-conflict period and in the conditions of global digitalization. The success of their implementation depends on a systemic approach that combines technological solutions with cultural transformations and strategic leadership. Ukraine has a unique opportunity to become a regional leader in the application of adaptive management practices, using the experience of crisis management to create organizational models that are resistant to change.
