Abstract

The paper examines the theoretical and practical aspects of human capital management during military challenges, paying attention to its strategic importance for maintaining socio-economic stability and ensuring the country's recovery. The research aims to systematize scientific approaches and practical experience that allow for formulating effective mechanisms for developing human capital in conditions of high uncertainty and crisis transformations. The article aims to comprehensively study human capital management during military challenges as a factor of economic stability and recovery. The paper substantiates that human capital is not only a resource of productivity, but also an integrative basis for development, social cohesion, and long-term competitiveness. The research methods include an analysis of modern theoretical approaches to the interpretation of the concept of "human capital", a factor analysis of trends in strategic personnel management (in particular, based on the Deloitte Global Human Capital Trends 2023-2025 reports), as well as a generalization of empirical data on the impact of the war on the characteristics of the labor potential of Ukraine. Special attention is paid to analyzing cases of international and Ukrainian organizations aimed at preserving, developing, and reintegrating human capital in conditions of military challenges. The study results showed that the war significantly transformed human capital, causing losses of personnel potential, increased migration of highly qualified specialists, a shortage of qualifications, and the destruction of training institutions. At the same time, it was proven that investments in knowledge, retraining, health care, and psychological support of employees are necessary for the economy to adapt to crisis conditions and form the foundations of sustainable growth. Ukrainian cases have demonstrated that even during large-scale military operations, it is possible to implement effective human capital management strategies, particularly through integrating internally displaced persons, supporting veterans, developing entrepreneurship, and preserving scientific potential. The conclusions confirm that human capital management in wartime goes beyond classical personnel practices and becomes a strategy that combines educational, socio-psychological, economic, and innovative mechanisms. The systematic implementation of such tools ensures not only overcoming the consequences of the war, but also forms new points of economic growth in the post-war period.
