Abstract

Abstract: In the context of dynamic market development and scientific and technological progress, human capital remains a key factor in ensuring enterprise stability and competitiveness. Personnel shape corporate culture, determine the moral and psychological climate, and influence the innovativeness and creativity of the organization. Effective human resource management involves retaining and developing talented employees, implementing training systems, mentoring, and transparent career prospects, all of which contribute to improving enterprise performance. The purpose of the article is to analyze personnel audit as an integral tool of HR analytics in modern enterprise operations, in particular by examining its stages, tasks, approaches, and implementation challenges. Special attention is given to the assessment of the organizational structure of the HR department, HR processes, corporate culture, the company’s value proposition, and the alignment of practices with leading international trends. Personnel audit provides a comprehensive analysis of the interrelation between HR functions and business processes, which forms a foundation for evidence-based managerial decisions and the development of long-term HR strategies. The article considers methodological approaches to conducting audits, including the application of SWOT and PESTEL analysis. SWOT analysis allows the evaluation of internal strengths and weaknesses of human resources, as well as external opportunities and threats that determine the effectiveness of HR policy. PESTEL analysis makes it possible to account for political, economic, social, technological, environmental, and legal factors influencing human resource management. The results of personnel audit provide informational support for managerial decision-making, allow the identification of problems and optimization of HR processes, and enhance the transparency and efficiency of HR departments. The implementation of personnel audit systems contributes not only to assessing the current state of HR management but also to strengthening organizational competitiveness in the labor market and increasing adaptability to rapidly changing external conditions.
