Abstract. The purpose of the article is to define approaches for analyzing and managing changes in behavioral factors within the field of financial relations. The article examines the issues of consistency in forming financial behavior models, particularly concerning the consideration of both current and prospective interests and opportunities, without ignoring the significance of a system of checks and balances. It is emphasized that to ensure responsible behavior, its changes should not be determined solely by interests and spontaneous decisions, but should have a directed nature. The conditions under which behavior transforms into a resource capable of genuinely directing and structuring socially important relations, specifically in the management of financial activities, are identified. It is argued that the functional interaction of interests, behavior, and responsibility in solving the problems of modern financial management at all levels is constrained by the insufficient implementation of the institution of responsibility into the system of management decisions. The lack of unity and a clear purpose within a common methodological framework that combines all components of the behavioral chain and can grant behavioral factors the status of a generator for the system of financial relations modification is noted. For an adequate realization of the cause-and-effect relationships between behavior and responsibility, and based on this, for maintaining and balancing public and private interests, an approach is proposed to view them as a process and a system. The basis of this approach is defined as the objectivity of representing behavior and responsibility as a network of events and processes formed individually and under the influence of external factors. At the same time, their representation as a system is emphasized, which includes certain types of behavior and forms of responsibility. The properties inherent in the system allow for determining how its elements are connected and comparable for achieving the set goals, forming an orientation for assessing and choosing future changes in behavior and responsibility. It is noted that, on a theoretical level, this will contribute to a more complete disclosure of their essence and content, and on a practical level, to the formation of their new models.Downloads
