Abstract

The relevance of this study is determined by the need to improve public administration mechanisms and enhance the effectiveness of environmental project implementation as a key socio-economic imperative that contributes to the implementation of the sustainable development strategy and ensures regional security in the face of current challenges. The purpose of this study is to reveal the essence and socio-economic significance of sustainable development environmental projects in the context of ensuring regional security, to analyze their effectiveness, and to identify key problems in managing environmentally oriented projects, using the Chernihiv region as a case study. Research methods. The research applied the analytical-investigative method to examine scientific approaches to defining the essence, role, and advantages of environmental projects in ensuring sustainable development and regional security; methods of generalization and systematization to assess the peculiarities of environmental project formation; methods of statistical standardization and integration in shaping the environmental profile of Chernihiv region; methods of analogy and economic analysis to identify the key problems of project management in the field of regional environmental security and possible ways of addressing them. Based on the analysis of scientific works, the essence of the project approach to managing regional sustainable development has been clarified, which is understood as a managerial concept aimed at achieving specific ecological, social, and economic goals of regional development through the implementation of a clearly structured management process supported by the necessary resources. Results. The main advantages and the role of environmental project development within the system of strategic management of regional sustainable development have been outlined. An environmental profile of the Chernihiv region has been developed based on three integrated indicators (the level of air pollution, the efficiency of the waste management system, and investment activity in the environmental sector). It enabled the assessment of environmental policy effectiveness over time and highlighted the primary environmental issues that can be addressed through the implementation of environmental projects. Conclusions. Effective management of environmental projects, taking into account the experience of other countries and an appropriate level of public administration, is necessary to achieve environmental security in regions and transition to a sustainable development model at the regional level. A crucial condition is the involvement of all stakeholders, from government authorities to local communities, as well as the development of precise mechanisms for financing and monitoring project implementation.
