Strategic Drivers of Mobilizing Ukraine’s Investment Potential under Conditions of Wartime Confrontation and Post-Crisis Reconstruction

Abstract. The article examines the strategic drivers of mobilizing Ukraine’s investment potential under conditions of wartime confrontation and post-crisis reconstruction. The purpose of the study is to identify the key institutional, financial, technological, and geo-economic factors that ensure the attraction of domestic and foreign capital to the process of national economic recovery. A comprehensive analysis of the structural transformation of the national economy, public-private partnership reforms, the development of the defense-industrial complex, decentralization, digital governance, and integration into the European economic space has been conducted. It is substantiated that Ukraine’s wartime economy has acquired the features of an innovation-oriented investment system in which the defense industry, digital platforms, and international partnerships act as major drivers of resilience. The research finds that the institutional architecture of the state has undergone significant changes through the establishment of an independent anti-corruption infrastructure, the strengthening of local self-government, and the introduction of transparent electronic governance systems. The reform of public-private partnerships (Law No. 7508, 2024) opened new opportunities for attracting private capital to infrastructure, education, and defense projects. It is shown that wartime economic adaptation has stimulated the growth of the defense industry, the expansion of dual-use technologies, and the formation of an innovation ecosystem based on the Brave1 platform. At the same time, processes of post-crisis reconstruction are unfolding in the energy, transport, industrial, and telecommunications sectors, providing a foundation for long-term growth. Particular attention is paid to the development of digital mechanisms for reconstruction management – namely the DREAM platform, the Prozorro procurement systems, and the Diia ecosystem – which ensure transparency in resource allocation and strengthen investor trust. It is established that Ukraine’s geo-economic advantages, including its strategic position between the EU and the Black Sea and its substantial reserves of critical raw materials, reinforce its role as a key supplier for Europe’s green transition. Ultimately, it is concluded that the mobilization of Ukraine’s investment potential is possible only through the combination of institutional stability, anti-corruption reforms, digital openness, and international cooperation, which together shape a coherent model of economic resilience during wartime and post-war recovery.
