Abstract: The article provides a comprehensive analysis of the peculiarities of managing social development in cultural institutions, which is one of the key prerequisites for their effective functioning under the conditions of modern social transformations. The relevance of the topic is determined by the growing demands on the professional training of personnel in the cultural sphere, the need to create a favorable socio-psychological climate, and the search for innovative management solutions. The purpose of the study was to identify the specifics of organizational and social factors influencing staff development and to outline the directions for improving management practices in cultural institutions. The research methodology is based on the analysis of scientific sources, systematization of theoretical approaches, and comparative analysis of organizational culture, which made it possible to generalize contemporary concepts of social development. The interpretation of this concept has been clarified and its key components identified: emotional intelligence, social adaptability, communication skills, social responsibility, ethical norms, and leadership qualities. It is substantiated that the combination of these characteristics determines the ability of staff to work effectively in a team and to respond to external challenges. Special attention is paid to the influence of organizational culture on the formation of a favorable socio-psychological climate, which directly affects the performance of cultural institutions. Innovative practices are considered, including the digitalization of management processes, the development of partnership programs, the involvement of external stakeholders, and the formation of flexible models of interaction. The main problems of managing social development have been identified, such as limited funding, staff shortages, insufficient digital competencies, and resistance to change. In conclusion, the study proposes ways to overcome these challenges through the introduction of adaptive and flexible management models that can ensure effective social development and the resilience of cultural institutions in the long term. The practical significance of the research lies in developing recommendations for managers of cultural institutions on creating conditions for professional growth, enhancing employee motivation, and strengthening social responsibility.
