Abstract

Abstract: State financial control plays a key role in the public finance management system, as it guarantees the effective, lawful and targeted use of budget funds. The purpose of the article is to study the theoretical, methodological and methodological foundations of state financial control as a key tool for ensuring effective management of public finances. The research methods include general scientific methods of abstraction, analysis and synthesis. In order to achieve the research objectives, the work uses the dialectical method of scientific cognition. The abstract-logical method of theoretical and factual generalizations was used to formulate conclusions and proposals. The information base of the study was the scientific works of Ukrainian scientists on the topic under consideration, the results of the authors' own research, etc. The results of the study identified the adaptation of key principles of state financial control in the foci - traditional (in peacetime) and adapted (in martial law). The evolution of conceptual approaches to the organization of financial control is analyzed in terms of domestic and foreign experience. Particular attention is given to identifying current challenges that necessitate the adaptation of control mechanisms to changes in the financial environment, digitalization, and the enhancement of transparency. Adaptive directions for improving the mechanisms of state financial control are proposed, including the integration of a risk-oriented approach, the use of innovative technologies, and the strengthening of the institutional capacity of supervisory bodies. Conclusions. During wartime, state financial control must evolve into a flexible, analytically grounded, and preventive instrument capable of promptly responding to environmental changes and ensuring the rational use of every budgetary unit for the defense and post-war recovery of the country. Reforming the institutional framework, enhancing the professional qualifications of specialists, and engaging the public in control processes lay the foundation for building an effective, adaptive, and modern system of financial oversight. This comprehensive approach enables targeted use of budgetary resources, minimizes the risks of financial violations, and supports the sustainable development of the state.
