Abstract

The purpose of the article is to substantiate the theoretical and legal framework for the development of social entrepreneurship and to determine the need for its impact on overcoming poverty, unemployment, exclusion and social inequality in Ukraine.

Methods. The following methods were used to implement the tasks: systematic approach - to consider social entrepreneurship as part of the socio-economic system; theoretical generalization and grouping - to determine the key characteristics of social entrepreneurship; statistical method - to substantiate the need for the development of social entrepreneurship in Ukraine; comparative method - to compare the legal and organizational foundations of social entrepreneurship in economically developed countries of Europe with Ukrainian conditions; deduction and induction to determine the ways of developing entrepreneurial initiatives in Ukraine in the context of modern challenges.

Results. The essence of social entrepreneurship, its role and importance for solving modern socio-economic problems are defined. The necessity of implementing comprehensive and systematic measures aimed at employment of vulnerable groups of the population, their professional adaptation and support in starting their own business is substantiated. It is noted that social entrepreneurship is an effective tool for a proactive policy of socio-economic inclusion. The experience of economically developed European countries in the development of social entrepreneurship is summarized, and the legal framework for its formation in Poland is considered. Prospects for the development of public and private entrepreneurial initiatives in Ukraine based on European values are outlined.

Conclusions. The challenges facing the social protection system in Ukraine will not lose their relevance even after the end of martial law, requiring active socio-economic policy measures. In order to support employment and ensure economic self-sufficiency of vulnerable groups, it is important to intensify the development of social entrepreneurship, which involves improving the regulatory framework, expanding financial opportunities, and strengthening partnerships between government, public, and private entities. Important tasks include popularizing the ideas of social entrepreneurship, implementing educational programs for entrepreneurs, raising awareness of social business models, and increasing digital literacy.
