Financial and credit support for innovative development of local communities

Abstract

The article is devoted to the study of financial and credit support for the innovative development of a territorial community (TC) in the context of strategic management.

To solve the problems of strategic and tactical management of innovative transformations in TC, the issues of developing theoretical and methodological principles regarding the financial and credit support of innovative transformations in TC, management of innovative risks in TC, diagnostics of crisis phenomena in the innovative development of TC, their occurrence are relevant.

The stages of implementing innovative transformations in TCs in the event of unforeseen situations are substantiated, which, using special methods and appropriate calculation methods, will ensure financial and credit support for the innovative development of TCs.

The main stages include: formation of an innovative idea and research into the possibilities of its practical implementation; state support for the innovative development of TC; economic and mathematical modeling of the assessment of TC activity during the period of innovative transformations; implementation (implementation) of innovation in TC; management of innovation risks in TC; anti-crisis research of TC innovative transformations, etc.

In the process of research, the author’s interpretation of the term innovation of a territorial community is presented, taking into account the tasks, functions, directions and stages of implementation of innovative transformations substantiated in the work, which clarify the main general scientific approaches to studying issues of innovative development of territorial communities in the context of strategic and operational management.

The authors of the article propose a classification of factors influencing the emergence of a crisis situation in the activities of territorial communities. It is substantiated that strategic management of the territorial community will be effective as a result of the creation of the Institute of Innovations in territorial communities.

Management of innovation risks in TC, that is, calculating the risk and determining the relationship between the magnitude and effectiveness of using a specific strategy, is one of the criteria for making a decision in favor of a particular strategy for innovative development of TC.
