State policy of digitalization of market infrastructure in Ukraine: challenges, institutional mechanisms and ways of improvement

This article aims to substantiate theoretical foundations and practical directions for improving state policy in the context of the digital transformation of economic infrastructure systems in Ukraine. The focus is on clarifying the conceptual meaning of digital infrastructure as a multidimensional object of public governance and identifying the critical constraints and inefficiencies that hinder its effective development under conditions of post-crisis economic recovery. The study applies a systems-based approach to public policy analysis, a functional-structural interpretation of infrastructure institutions, and institutional diagnostics of government regulation. Methodological tools include logical-semantic analysis of normative frameworks, comparative evaluation of strategic policy documents, content analysis of international and national reports (Ministry of Digital Transformation, OECD, UNDP), and synthetic review of academic publications in the field of economic modernization and digital governance. The research clarifies the definitional boundaries and structural composition of digital market infrastructure and highlights its transformation from a supporting environment into a key driver of economic adaptability. The existing policy framework in Ukraine is found to be fragmented, poorly coordinated, and weakly institutionalized. The absence of a dedicated regulatory body, lack of strategic coherence, and insufficient analytical tools for performance monitoring were identified as major deficiencies. Regional disparities, short-term budget planning, and the limited use of cross-sectoral digital solutions further diminish the effectiveness of infrastructure-related programs. The results also demonstrate that current measurement frameworks do not capture key indicators such as platform interoperability, accessibility of services for microbusinesses, or integration of digital logistics into national trade systems. These shortcomings make it difficult to assess the actual contribution of digitalization to market functionality and inclusive growth. The article proposes a structured roadmap for policy renewal, including the development of a unified strategic framework for digital infrastructure transformation, creation of an inter-agency coordination mechanism, introduction of transparent performance indicators, promotion of results-oriented budgeting for digital investments, and inclusion of underserved regions in policy planning. The conclusions contribute to building a new paradigm of digital economic policy in Ukraine, based on evidence-informed decision-making, institutional maturity, and long-term structural efficiency.Downloads
