Strategic Management of Innovative Development of Healthcare Institutions under Martial Law

Abstract

Abstract. The article examines the issues of strategic management of innovative development of medical institutions in Ukraine under martial law conditions. The theoretical foundation of strategic innovation management in healthcare is substantiated based on the concepts of dynamic capabilities (sensing, seizing, transforming), diffusion of innovations, and organizational ambidexterity, which involves the simultaneous optimization of current processes and the exploration of new solutions. The impact of martial law as a strategic management environment characterized simultaneously by critical threats (infrastructure destruction, mass casualties, personnel shortages, logistical constraints, financial uncertainty) and windows of opportunity for innovation implementation (accelerated digitalization, large-scale international support, necessity-driven innovation) is analyzed. Key directions of innovative development of medical institutions in Ukrainian practice are systematized: telemedicine and digital health, trauma care and emergency medicine based on TCCC protocols, rehabilitation and prosthetics using 3D printing, mental health and psychosocial support, mobile and modular solutions, innovations in logistics and medical supply delivery using drones. International experience in strategic innovation management in healthcare during conflicts and crises is generalized based on the examples of Israel, the United Kingdom, the USA, and the Balkan countries. An original model of transformation of medical institution management is proposed, encompassing three sequential stages: from reactive survival through an adaptive phase to a strategic mode. The core of the model comprises dynamic capabilities, innovation portfolio, stakeholder management, knowledge management, and human resources strategy. It is substantiated that martial law serves as a catalyst for systemic changes, while strategic management ensures the transformation of forced innovations into sustainable operational standards in the long-term perspective.
